That is where the damage was done.
The official had given a snap judgement, and it led to disaster. It was not his fault. The instructions are not clear. Nowhere in all the verbiage does it say how big they have to be to be counted as people.

A tall tale about leprechaun-like people. It’s short and easy read, slightly creative, and attempts to be humorous. For me the story and humor was uninspiring.

A barely-bilingual Hispanic is hired to take the census of everyone in the desert outside of High Plains, Texas. He knows of nine people, but also lots of little people who need to be counted. So he sets off on his mule into the desert.
Manuel is a good character, the rest of the characters are pretty standard sci-fi officials.

Kind of a quirky little tale. Doesn't make a lot of sense and doesnt really invest you in the characters.

It was a very interesting story, and cute. I just wish it had been longer! But I do highly recommend it.
