The planet was settled over a thousand years ago, and Earth was only now recontacting the descendants. The mother planet would gladly give the colonists aid, assuming their society proves to be civilized and humane. And they certainly seem to be.

What starts out to be a dull diplomatic/bureaucratic mission turns out to have a wicked end.
