Such a line of policy cannot fail to elevate the moral tone, and to develop the internal resources of Ireland; and I never wish to see the day when the Scotsman and the Irishman may, in so far as taxation is concerned, be placed upon an equal footing. It appears to me a highly equitable adjustment that the savings of the first should be appropriated for the wants of the second.
